PayPal Button [C] - Label should not be selectable by merchant. For PayPal from the basket it should be ‘checkout’ for PayPal from the payment page it should be ‘pay’

PayPal from the basket page [C] - I know we talked about there not being a basket page currently but as per the SoW this experience is ultimately to skip address entry. Therefore inline with the reqs there should be a PayPal Checkout button in close proximity to the item list at the top of the checkout. This should then trigger the PayPal Express Shortcut experience as outlined in the document (PPpbBT - 5.3).

Tied to this there should be an option to disable this basket experience, but it should be enabled by default
