Scaffold a WP-CLI command for use in a plugin or theme #94

A command to scaffold the PHP code for a WP-CLI command would be great.

I currently start writing a command by copy-pasting an existing one, but this can get out of date with the latest changes to things such as documentation formatting.

I suppose there's something to be said about a wp scaffold command that gives you a raw command though.
