[Rogue] Option to allow Starting CP

The Single-Class APL doesn't allow Rogues with the Honor Among Thieves Talent to set starting CP desptie HAT allowing them to gain CP on a Target before the Fight.

Additional context
HAT procs on Crits of Members of the Group, so a Ret in your Group that uses Sacred Shield on themselves could spam FoL to easily gerate CP for you before the Bossfight begins.
