How to understand our consensus model?

I've heard in several instances that we "operate based on consensus". This raises several questions:

1. Does that imply a formal consensus-based governance model?
2. If yes, where can one read more about the way it functions?
3. Who are the stakeholder groups forming the consensus?
4. How are individual stakeholders participating?

Since we say that we "operate based on consensus", and that is really great by the way, how are we making the workings of our particular consensus model clear so that all the relevant stakeholders have an equal opportunity to play a role in that consensus?
