It's not always clear to users what primary actions are available when they first open the editor. We'd like to iterate on the default view of the editor to help users discover blocks and, therefore, improve the overall writing/onboarding experience.
The first part of this will involve changes to make the block inserter more visible/clearer.

@iamthomasbishop, @jhnstn, I'm working on this in WordPress/gutenberg#39726. The PR's still very much a work in progress and hasn't been thoroughly tested/tidied up for a code review as of yet. The main outline is there, though, and I wanted to take the chance to ask a couple of questions:

@iamthomasbishop, my assumption's been that we'd only be adding the "add content" text for this phase and keeping the undo/redo buttons in place. I have screenshots showing an initial prototype of what I'm imagining below. Definitely looking forward to hearing your design input here!
What do we mean by "default view" specifically? I can imagine a few interpretations, so would appreciate input on which one's appropriate here:
The view of the editor when the user first opens it and it has no content. It's possible to return to the "default view" by manually emptying the post of all content i.e. the view is based on the amount of content in the editor, not how many times they've visited the editor.
The view of the editor when the user first opens it and it has no content. It's not possible to return to the "default view" after content has been added i.e. the view is based on the user's first visit to the editor and not the content.
The view of the editor when no blocks are selected, which will include any time the user opens the editor, even if it already has content in it.
