Prerequisites

• I have carried out troubleshooting steps and I believe I have found a bug.
• I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

There is a specific error log entry that is flooded the error log file.

Payment gateway with handle 'wc-payment-method-cod' has been deactivated in Cart and Checkout blocks because its dependency 'wc-blocks-registry' is not registered. The strange thing is that this site doesn't have any Cart or Checkout blocks inserted. The Block editor was disabled, and the website was built with Elementor Pro.

Isolating the problem

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.

Though this relates to the COD payment gateway (which is indeed inside WooCommerce Core), we are unable to replicate and the origin of this error message itself is inside WooCommerce Blocks.

To that end, I've transferred the issue across so that the Blocks team can do further troubleshooting.
