Previously, the Featured Category block was using the Background control to set the overlay color. This was marked as buggy behavior and fixed in #6276

However, the user is still unable to set a proper background color, which comes into play more if they want to use a smaller image and not fit to cover (see screenshot below of the same issue on the Featured Product block).

Background color should be applied to the actual background, independent from the overlay.
