Describe the bug

WooCommerce templates don't load in the Site Editor on WP 5.9 unless you have the Gutenberg plugin installed and active.

To reproduce

Steps to reproduce the behavior:

  1. Ensure you're running WP 5.9 or later.
  2. Install a block theme such as TT1
  3. Ensure you also do not have Gutenberg installed
  4. Go to URL /wp-admin/site-editor.php?postType=wp_template
  5. See no WC templates loading.

Expected behavior

Expected WoCommerce templates to be listed here.
