Add Local Notifications

Is your feature request related to a problem? Please describe.
When a there is a network exchange we should emit a Local Notification.

Describe the solution you'd like
The Local Notification feature should be enabled by default, but only for 3xx, 4xx, and 5xx network exchanges.
We should add a new section in the Settings to allow this. This new section will be named Notifications and will allow the user to:

1. Activate or deactivate the whole Local Notification feature
2. Activate it only for 3xx errors
3. Activate it only for 4xx errors
4. Activate it only for 5xx errors
