GitHub Actions attempt to publish to PyPi?

I posted a change in my fork, in a branch for #1258 and got emails and error runs for a GitHub action I had not enabled.

Apparently, I don't have permission to update csvkit on PyPi 😜

@jpmckinney might be worth restricting the action to master branch (on wireservice repo)? Would avoid hitting PyPi's servers (and emails being sent out).

I've not attempted to debug this.
