Instanced E2 Environment

Allow users to have different (serverside) instances of the E2 library (versus the current entirely global system).

Benefits:

• Could define constants to be relative to the environment/user
• Can have built-in permission control by restricting extensions/functions from an instance
• Could be easier to enforce versioning, such as disabling an entire extension while keeping it available under an older version
