In the rules for choosing a browsing context, rel="noopener" only has an effect of putting a browsing context into a new group if the target implies a new browsing context (`blank or a non-existent name).

It would be helpful for the other target types to also support rel="noopener" such that the browsing context is swapped into a new browsing context group. This would support noopener semantics on regular link navigations, for example.
