In the rules for choosing a browsing context,
rel="noopener"only has an effect of putting a browsing context into a new group if the target implies a new browsing context (`blank or a non-existent name).It would be helpful for the other target types to also support
rel="noopener"such that the browsing context is swapped into a new browsing context group. This would support noopener semantics on regular link navigations, for example.Related to WICG/scroll-to-text-fragment#70
