If you disable a checkbox or radio button during pre-activation behavior, the control will change value, but activation behavior (or legacy-canceled-activation behavior) won't run for these checkboxes or radio buttons because they are disabled. This does not make much sense and is also not what implementations implement.
(However, note there's also a general problem with disabled controls and event handling that isn't really capture by the specifications: whatwg/dom#687.)
