It's needed to create a Wazuh dashboard package in warehouse/test with the restart=always setting in the service definition, just like Kibana does

This modification is being followed in this Issue: wazuh/wazuh-dashboard-plugins#3887 (comment)

At the moment, it is not necessary to modify the property restart=always
