Empty files throw an error

Description
When fetching an empty file the response body data returns an empty string, that provokes that in the service for making the API returns an error because an empty string is processed as false.

Steps to reproduce

NOTE: To test this the file must be empty.

1. Go to 'Management > Groups > {any_group} > agent.conf'
2. Click on 'Edit'
3. See error
