Waymo doesnt use GPU

I have created a container with waymo-open-dataset-tf-2-12 and run evaluations with the mounted gpu. The process allocates memory on the GPU but then doesnt use it and just runs it on the CPU.

I used the tensorflow/tensorflow:2.12.0-gpu-jupyter and build the package in it an then installed it.

OS: Ubuntu 22.04
NVIDIA driver: 535
CUDA: 11.8
