[Leaderboard - Design] "Cities" Dropdown Section Addition

Quick summary:

Users need quick access to the leaderboard from the dropdown menu when it interests them. It may get hidden from the content on the About section, so hyperlink to find it quickly.

Issues:

No tab section for "Cities". We need to add a new section for ease.
