Doel: betere beheersbaarheid van configuraties

Voorwaardes:

standaardisatie van config files (xml)
actielimieten wellicht in aparte sectie?
actielimieten in database ipv config file? Vereist dat processor bij importeren de limieten koppelt aan een resultaat. Resultaten tabellen wel gelijk houden, die zijn m.i. goed.
