e.g. w3ctag/design-reviews#213 hasn't had feedback in close to a year. Should we have a process for closing issues which have stopped making progress?

We certainly have the needed labels. But maybe good to include timeline considerations (though I would reckon that issuing fixed timeline considerations may mean that fixed timeline considerations of some sort would/should/could apply to the TAG as well...)
