An intro before a reader gets into the detailed guidelines. these are all the places that have an environmental impact (web page operation, network traffic, hosting, backend operations, hardware usage), these are the scopes that these guidelines address, etc.

  • that kind of overview might also help us direct questions when they arrive about — what can browsers do? what can designers of new web platform features do?
  • what can people do? (focusing more on advocating for changes in design of systems and collective action rather than personal changes, but could also include those personal things)
  • what can network operators do? what can hardware vendors do? what can regulators do?

Note: This could be part of the introduction or as a supplement which helps outline the issue in more explicit terms.

Note: I've put together an open draft which will become an Introduction to Web Sustainability, working as a useful resource for people new to the subject to understand what our specification is about (signposting). It will also help with any potential evolution towards working group status by validating our need to become a standard through identifying the audience, the requirement, our goals, and help resolve confusion via answering common questions in this rapidly evolving subject.
