Assumption: Merchant has already onboarded into SRC (when this payment method is used) #13

I propose we add an assumption that the merchant has already onboarded into the SRC system by the time this payment method is used. That will also allow for out-of-band key exchange.

Based on recent conversations, I am hearing this is a reasonable assumption given the business agreements that are likely to be required and that are unlikely to happen at transaction time.

I am closing this issue because I believe there is consensus for this viewpoint, and the SRC wiki reflects it.
