Amended Recs currently appear to BE Candidate Recs

In 6.1.2 we need to say after
An Amended Recommendation is a Recommendation that is amended to include substantive changes that do not add new features, and is produced by the W3C at a time when the Recommendation does not fit within the charter of any active Working Group.
"The process for publishing an Amended Recommendation follows the same steps (wide review, advisory committee review, etc.) as for a Candidate Recommendation."

As some are confused that we'll call an amended rec a candidate rec, which I don't think is the intent.

Revert this sentence:
To publish a Candidate Recommendation, in addition to meeting the general requirements for advancement a Working Group, or in the case of a document intended to become an Amended Recommendation, the W3C:

and then after the requirements insert "The requirements for progressing an Amended Recommendation are the same."

change "or in the case of a document intended to become an Amended Recommendation, " to "or in the case of a candidate Amended Recommendation (a document intended to become an Amended Recommendation)", or move the definition of CAR to the amended rec section and then just use it. editors to finesse
