Here is some information from Prof. Liang Jinbao from Inner Mongolia University of Technology:
Mongolian do not use calligraphic elongation like stretching the baseline connections for fully justifying text on a line. Like English, Mongolian stretches out the spaces (common spaces or Mongolian spaces) within the line.
We might want to consider adding it to § 6.2 Text alignment & justification.
