I think it would be better to start each section with the summary text on the orange background that typically concludes it, and give each orange background an id, for the following reasons:

  1. it allows a reader to quickly see what a section is about, and continue reading or skip to the next, without them having to scroll past the explanatory text, then (if interested) scroll back to the beginning of the explanatory text.

  2. if the summary text has an id, it would be possible to link to it from elsewhere. If someone did that, they would get the summary then be able to easily continue reading the following explanations, rather than having to scroll up and find the appropriate place to get the relevant explanatory text.
