Use new bikeshed feature to create <dfn><a>...</a></dfn> (a external link, but also local definition for other anchors) for all terms used in other specs
- avoid surprise jump-out to external links
Add additional groupings by specification for all external links in the single-page.bs file (generally)
Correct all references to these definitions (fix raw <code>term</code>, raw <a href="external...">term</a>, etc.

This is not essential. We will ultimately accomplish this as sections are converted.
