Background

"Level 3" RBAC is for applet "Read" and "Edit"
This story explicitly excludes work on data masking-related logic and security
Need a way (in metadata) to associate and lookup API endpoint types categories: "Read" vs "Edit"
And need a way to access the lookup function for this data from LB
