Cannot connect to ws~

Problem

After startup the server, the site keep to connect to websocket...So it's not able to hot reload.

Same to #221 (Automatic Reload not working?), it's because that webpack-serve hot updates doesn't work properly over 0.0.0.0 on Windows.
