It would likely be better to just depend on https://forge.puppet.com/puppetlabs/puppetserver_gem instead of vendoring it or shipping our own version of it.

However, it should be possible to install puppetserver with hiera-eyaml and deep_merge in one run (lazy eval of the confine via feature: => ).
