ContestData not exactly correct specification.

  1. String hashing (See Issue Other discrepencies with 2.0 spec #377)

Create general form that can be used for CAVE encrypted "ballotData".

"Add extra_ballot_data, much like extra_contest_data, for the sake of adding encrypted ballot identifier. John to add a decryption function for the extra_ballot_data."
