Existing network vcd_network_routed is using legacy XML API and its structure is bound to NSX-V edge gateways (because of DHCP pool definition).

This issue is to track work for a new resource vcd_network_routed_v2 which should decouple DHCP pool creation and use new OpenAPI structure which allows to create routed Org Vdc networks for both NSX-V and NSX-T.
