I'm interested in how cf-mgmt can be used to control service plan access.

This functionality already exists in the cf-cli-resource. Over the next few days & weeks I'll do some exploring of integrating the cf-cli-resource with cf-mgmt in the same pipeline and using the same configuration repository.

Because this functionality already exists in the cf-cli-resource, do you think this would be an appropriate feature of cf-mgmt?

This seems like a beneficial feature for cf-mgmt. Will look to add to backlog....
