cannot install VDVS_driver-0.21.2-offline_bundle-8282494.zip using VUM on 6.7 - "Not Compliant" #2093

I uploaded this host extension to vsphere/vum, added it to a baseline and am now trying to apply it to a 6.7.0 build 10302608 host.
vum says it cannot be installed, "not compliant". Any suggestions? (cluster check failed because it wants drs turned on but we are not licensed for drs)
