Change Request: Show Status Banner when Data is not Loading

Is your feature request related to a problem?

Currently there are 2 reoccuring issues on the Elcom Website:

  • The data will not load

  • The map is shown in red / orange.

To ensure that users are promptly informed, Elcom would like to automatically show a status banner on the top of the page when these issues occur to prompt the user to return to the site at a later point in time.

Describe the desired solution

The application should automatically be able to identify when the data is not loading and show a status message on the top of the page. It will be a standard text in all languages, the client will provide the information.

Describe alternatives that you have considered

Provisional Workaround: Set up monitoring so that the PM is promptly informed and can activate the Banner in Gitlab.

Additional context

At the moment, the Banner needs to be manually activiated via Gitlab (via Wiki). However, this is not the ideal solution for the client as it leads to delays (someone first has to notice and report the issue) and they would like a more reliable solution

This was done in 5a275b8. The content of the banner is coming from Gitlab and is shown automatically if the median is not retrieved from the data. Sorry for not reporting here :)

Great, thanks @ptbrowne if not yet deployed, can be done with the upcoming deployment
