Need to figure out what Visual C++ sets this to so we can try to be consistent with that, at least for C++.

Need to figure out what Visual C++ sets this to

C++ always, apparently. We'll set it to Zig, C, or C++.

Or not. The .NET SDK has some undesirable logic for C++. Cxx it is.
