As mentioned on the updated #231 it's worth introducing a threat level to requests based on a variety of yet-to-be-agreed set of requirements, and the state of that threat level determines whether the comment needs active moderation before it appears on nkdsu. At the very least some swear/slur matching should take place for all comments, but also all requests made using kiosk mode and anyone marked as condemned on their user profile. These comments then appear on a moderation screen which elves and/or the presenter can review and approve/deny accordingly. I do feel like users with a long history of not making bad comments should be weighted towards show text first and moderate later unless they drop a definite slur in there.

Now that the site has accounts for voting, it's possible to have potentially bad comments still appear for the person who made them, until they can be approved to appear for everyone else. Not being obvious that comments are in a moderation queue (without going out of your way to check nkd.su incognito) seems ideal.
