Need to add listener and backend set for healthz on port 30254

An additional lbr listener and backed set needs to be configured for it or Verrazzano set up will fail with this error:
UTC ERROR: Port 30254 is NOT accessible on ingress address 152.70.63.151! Check that security lists include an ingress rule for the node port 30254.
