Describe the bug
When canceling and refunding order that has taxed shipping line then the order is just "partially refunded" => order subtotal including tax and shipping excluding tax - therefore what's not refunded is shipping tax. When you get the order to this state it's completely blocked as it cannot be transitioned anywhere as all order items are refunded and the paid amount doesn't match anything in an order.
