Steps to reproduce

Go to the Photos App, select multiple photos and then share via Element.

I have reproduced this on two devices.

Outcome

What did you expect?

I expect to see each photo be posted once to the room I selected

What happened instead?

I (and every participant in the room) saw duplicate messages of the photos. It seems non-deterministic with some photos being duplicated between 2 and 4 times.

When we send 1,2,3 then we get 1,1,2,1,2,3

Same problem here.

The problem occurred a few weeks ago. Before that it worked as expected.
