Add a description to the contributing docs on adding new property types.

add new Params_
describe the function name
update:

vbr/vbrCore/VBR_spine.m
vbr/vbrCore/functions/fetchParamFunction.m

Not sure we'll have other methods after the in-development electrical properties go in... but it'd be good to document anyway.
