Integrate file identifier mappings

In our phenopacket case manifest file, we allow users to provide sample identifier mappings. This is required so users can harmonize identifiers from "technical ones" in VCF/BAM files towards the ones used in the case. varfish-org/varfish-server-worker#364 implements this in the worker but we have no integration in the server.
