Use rocksdb system libraries where possible

Building rocksdb takes a long time.

We want to use the system library. For this, we will need to use ubuntu 24/noble as base image as rocksdb in debian bookworm is too old. We already did this here for mehari. This is where we have the same issue for annonars.
