fastvideofeat (Linux, Windows) and fastfv (Linux)

The binaries are statically linked with OpenCV 2.4.9, FFmpeg 2.4, Yael 4.38, ATLAS 3.10.2, LAPACK 3.5.0, so no extra libs should normally be needed. The Linux binary requires a SSE3-enabled CPU.
