When running in development mode, tell IE11 users what needs to be done to make the app work #4410

There seems to be a lot of confusion when Flow apps work in all browsers but not in IE11. The typical problem is that no transpilation has been done and the only indication of this is that nothing is shown in IE11. If you happen to check the browser console you will find a lot of cryptic errors which will not really help you either.

When Flow is running in development mode, it should by default serve a page with production mode instructions if opened with IE11. The page should

  • Explain why the page is shown and briefly explain why IE needs special treatment
  • Link to appropriate docs page for more instructions

This works out of the box with V14
