When agent has no permission to delete collaborator but agent also delete collaborator

Description
When agent has no permission from admin side through privileges to delete collaborator but his after agent also able to delete the collaborator

How to reproduce
Step 1: Go to admin panel and set privileges for agent.
Step 2: Choose only create coll. from agent side not tick on also delete coll. from agent side.
Step 3: Now go to agent side and add coll. and after delete coll. soo successfully deleted coll message showing.
