Feature Request: Branches that do not count toward the environment limit #3774

We have static branches defined for projects and there is a policy that says that these branches do not count to the development environment limit for the project. Right now, we just increment the development environment limit to cater for the requirement. It would be good if we could mark environments as internal and then they would be excluded from the development environment limit.

For example; the canary environment does not count toward the environment limit.

Since there is no way to do this currently, this would be a new feature request. I've updated the title to indicate this.

There is no guarantee that this feature will be implemented, but we can definitely consider how an implementation could work.
