Expected Behavior

We should be able to run our full test suite with CI on Windows

Actual Behavior

Some paths don't work properly. Local testing has worked but the GHA runner has path problems that I don't understand. 🤔 This is an example of the failure seen when running simulations on Windows in CI.

Multiple users have confirmed that all tests simulate on local machines.

Steps to Reproduce

Combine these two steps in CI so Windows isn't excluded from running simulations

Version Information

Modelica Buildings Library: 10.0.0
Modelica Standard Library: 4.0.0
Python: 3.11.7
