Automate batch functionality

This is a high-level ticket. No implementation details. Make new tickets! (I'm lookin' at you, @jechols)

We need the following:

• Generate batches from the NCA admin
  • Add "generate batches" to batch management #220
• Tell ONI to load a batch from within NCA
  • Implement poor-man's batch automation: ssh #338
• Tell ONI to purge a batch from NCA
  • Implement poor-man's batch automation: ssh #338
• Awardee integration so NCA and ONI are always in sync
  • Synchronize awardee data from ONI to NCA #218
• Title loader in NCA that can tell ONI about the title. At least for the grant, this means MARC records.
  • Add title synchronization from NCA to ONI #217
• Finish short-term work for devs marking batches as "live", archived, etc.
  • Finish "short-term" batch management features #219
• ...others?

All this needs to happen without devs and without admins needing command-line access to any production servers.

Awardee and title integration are not strictly required for batch automation, but without these, batches for awardees and titles that aren't in production yet will not work.
