Applies only to the help command, with or without the prefix.

I looked into this issue and the reason why it's happening is because of the underlying Discord Commando library. The !help command is built in and there isn't any special native code in this repo to modify it. So to fix this you'd either have to manually reroute !help to be interpreted by Commando as !help all or you'd have to fix the issue with the underlying library.
