Cosmwasm: (HAL-03) NEW QUERIES ARE NOT ADDED INTO THE HANDLER

Summary

In the recent branch, SlashWindow query has been added. SlashWindow
queries the current slash window progress of the oracle. However, the
query is not added into the wasm handlers.

Proposal

It is recommended to handle all available GRPC queries through wasm.
