This might occur when you have conflicts in scipy or numpy packages on Windows with Python 3.8. Possible related threads. You could try downgrading numpy or scipy package versions, or specifically installing versions of python, scipy, numpy into Conda environment (if using Conda). More details on how SciPy uses OpenBLAS. |
